The HCCA Training Academy Programs

HCCA offers the following classes are open to both HCCA and non-HCCA personnel. Please note that the rates differ for members and non-members. HCCA can also arrange for special classes to be taught to individual member and non-member firms at their own facilities. Contact the HCCA office at 703-392-7410 for further details. Course offerings, dates, times and locations are shown on the home page.

VA Basic/Traffic Control Technician Training -- This one day class is an introductory training in principles of temporary traffic work zone traffic control.  Trainees must complete a written exam and will, upon successful completion, receive certification.

VA Basic/Traffic Control Technician Training – Spanish -- This one day class is an introductory training in principles of temporary traffic work zone traffic control.  Trainees must complete a written exam and will, upon successful completion, receive certification.  Class is taught in Spanish and is intended for Spanish speakers only. 

VA Intermediate/Traffic Control Supervisory Training -- This two day course is designed to train those who will be actively involved in designing or supervising temporary traffic control in VA work zones.  Trainees are required to complete a written exam and will, upon successful completion, receive a certificate

VA Advanced/Traffic Control Safety Training – This two day roadway design base course is for  roadway design or bridge engineers responsible for the work zone traffic control plan development. 

ATSSA - Traffic Control Supervisor - The Traffic Control Supervisor course is a 2-day course designed for individuals who supervise traffic control technicians and other field personnel. It provides comprehensive training on work zone standards, guidelines, installation and removal procedures, inspection, documentation and supervisory skills.

ATSSA - Traffic Control Technician - The TCT course provides an introduction to temporary traffic control in work zones for individuals who work in the field installing and removing traffic control devices. It teaches concepts, techniques and practices in the installation, and maintenance of traffic control devices. The students are provided an ATSSA Guide which is used as the basic text material for the course. This handy Guide booklet contains material condensed from the Manual on Uniform Traffic Control Devices (MUTCD) but in a simplified, easy to understand and use format.

ATSSA - Flagger Instructor Training - This 2-day course is designed to prepare Traffic Control Supervisors to be able to present the 4-hour ATSSA Flagger Registration course to those wishing to become ATSSA-registered flaggers. It addition to basic training in fundamental concepts of work zone traffic control and flagging, adult training techniques will be presented, discussed, and demonstrated. There will be opportunity for the participants to put into practice training techniques and flagging procedures. At the conclusion of the course an exam will be taken. The successful completion of the course, including the exam, will result in certification as an ATSSA-Certified Flagger Instructor.

ARTBA OSHA-10 – Class is a modified version of the OSHA-10 class specifically designed for the bridge and highway construction industry.

Coaching the Lift-Truck Operator Train-the-Trainer
Over 95,000 people are injured and millions of dollars are lost each year in forklift incidents. Now you must comply with OSHA’s new training standard. At this seminar you’ll become familiar with Coaching the Lift Tuck Operator, a comprehensive program covering: Operator training definitions from OSHA and NIOSH; Lift truck design; Moving with and without a load; Picking up and stacking a load; Vehicle safety inspections; Utilizing scanning techniques; Special considerations such as trailers, ramps, and Elevators; Pedestrian safety (for non-operators who work around lift trucks).  Understand the new OSHA standard and what you must do to fully comply Recognize the skills and techniques required for safe operation and maintenance of powered industrial trucks Develop a complete in-house training program Design exercises to evaluate actual “hands-on” performance by your operators Education non-operators on how to work safely around powered industrial trucks

Confined Space -- An 8-hour program covering OSHA Permit-Required Confined Space (OSHA   CFR 1910.126).  Includes hazard identification,   atmospheric testing, entry procedures, etc.

Crane Signalman Training — Classroom and practical exercise of safely moving an actual  load from one location to another by signals alone.

EM385-1-1 US Army Corps of Engineers - Construction Safety Hazard Awareness Course for Contractors
This 40-hour class is designed specifically for contractors, military, and government employees doing business with the US Navy, NAVFAC, US Army Corps of Engineers and other government agencies that require EM 385 training. Jobsite Inspections and Employee Training - Weekly safety meetings must be relevant to the work that a crew is performing on the job at that time. EM-385 1-1 requires that a contractor quality control person shall conduct and document daily safety inspections. Site Safety Health Officer's qualifications and responsibilities. Incident response and reporting procedures. Fall Protection, Ladders/Stairs, Serial Lifts, Steel Erection, Scaffolds, Electrical Safety, Lockout/Tagout, Excavation, Demolition, Diving Operations and Hazard Communication. Accident Prevention Plan (APP) Learn how to properly prepare a site-specific APP – this plan must be very detailed and address the management processes that will be used to prevent hazards from being present in all phases of the contract. Activity Hazard Analysis (AHA) forms require contractors to take an extremely proactive approach by anticipating and controlling hazards prior to an accident occurring - defining the activity being performed, and identifying the work sequence, specific hazards anticipated, and the control measures to be implemented to eliminate or reduce each hazard to an acceptable level.

Erosion And Sediment Control Contractor Certification (ES Triple C)
HCCA, in conjunction with VDOT, is offering the Erosion and Sediment Control Contractor Certification Program (known as ES Triple C).  This course is intended to train individuals involved in implementing Erosion and Sediment Control Plans on VDOT projects and rights-of-way.  Participants who complete the course and pass the examination will receive a certificate of completion.  This certificate meets VDOT’s E&S certification requirements.

Fall Protection -- Necessary for everyone working   at or close to six foot fall hazards.  This class is to recognize what fall hazards are and allow participants to pick the best fall protection solution for them.  Course will allow for ample hands-on training.

First Aid/CPR -- OSHA requires at least one First Aid/CPR provider on every site.  Class covers basic life support and first aid concepts to assist in jobsite or home emergencies.

Forklift Operator Certification Training—Film, classroom and practical exercises.  Students will perform all the normal forklift functions as well as operating forward and backward through an obstacle course.

HAZWOPER-8
This one-day, 8-hour course provides personnel who have taken either the 24-hour, or 40-hour Hazardous Material Technician Programs with the refresher training required under 29 CFR 1910.120 (q)(6)(iii) and (q)(8).  The course is presented in a combination of lecture, small group discussion, and practical exercise. Upon completion of the training, Hazardous Material Technicians will have updated and refreshed their knowledge and skills in the following subject matter areas: • Classification, identification, and certification of known materials with field survey instruments and equipment. • Function within an assigned role in the incident command system. • Selection and use of proper specialized chemical personal protective equipment. • Understand hazard and risk assessment techniques. • Understand and implementing decontamination • Basic chemical and toxicological terminology and behavior. • Understanding termination  procedures. Students satisfactorily completing the course will receive a certificate of completion and a letter indicating completion with OSHA 29 CFR 1910.120 (q)(8) annual training recertification requirements.

HAZWOPER-40
The Hazardous Waste Site Worker Course is a five-day, 40-hour program that meets the training requirements specified by OSHA in the HAZWOPER standard under 29 CFR 1910.120 (3)(e)(i).  The course curriculum is designed to provide an understanding of the potential health and safety hazards encountered on site; knowledge and skills necessary to minimize risk to worker health and safety; training in the use and limitations of personal protective equipment; and worker awareness to avoid and escape from emergency situations.  The course is comprised of ten learning blocks that address the training needs of individuals routinely on site (e.g. engineers, scientists, health and safety specialists, field technicians, equipment operators) and are engaged in investigations, sampling, remediation, removal, or other activities which expose or potentially expose them to hazardous substances and/or health and safety hazards.  Upon completion of this program, the hazardous waste site worker will have objectively and subjectively demonstrated competency in the following subject matter areas: Recognition and assessment of safety, health and other hazards present on site;  Proper use of atmospheric monitoring instruments;  Identification, selection, and use of chemical protective clothing and respiratory protection equipment;  Work practices to minimize employee risks form hazards;  Safe use of engineering controls and equipment on site;  Medical surveillance components and techniques in the recognition of symptoms and signs that might indicate overexposure to hazards;  Planning for safe site operations and site emergencies;  Confined space operations awareness;  Decontamination procedures for personnel and equipment; and  Employee rights and responsibilities. 

Incident Investigation
This Course is designed for anyone responsible for investigating incidents. You will learn techniques for gathering complete, accurate and objective accident data. This course will take you on a step-by-step investigation procedure for analyzing all possible root causes.  This class examines incident investigation and analysis as a means of preventing injuries, property damage, and financial losses!

OSHA-10 -- This course explores ten OSHA subparts that can be customized for specific needs.  This is an indispensable course that all employees should have as a baseline in their continuing construction industry education.

OSHA-30 -- Necessary for any managers, foremen, superintendents, project managers and above.  OSHA’s thirty hour training program can be customized to cover 1926 standards.  Foremost training module for all persons in supervisory and management positions.

OSHA-500 Trainer Course in Construction Industry Safety
This course is designed for personnel interested in developing safety and health programs in the construction industry. Special emphasis is placed upon those areas in construction that are the most hazardous, using OSHA standards as a guide. Attendees are required to have prior construction experience and need to take the OSHA 510 - Basic Course in Construction Industry prior to participating in this course. Course participants are briefed on effective instructional approaches and the use of visual aids and handouts. The OSHA 500 Trainer Course in Occupational Safety and Health Standards for the Construction Industry provides the latest adult training techniques and resources to the students who will become an instructor qualified to teach both the 10 and 30 hour OSHA voluntary compliance courses for the construction industry.

OSHA-501 Trainer Course in General Industry Safety
This course is designed to present detailed information on how the provisions of the OSH Act may be implemented in the workplace. Rights and responsibilities under the OSH Act, the appeals process and recordkeeping are covered. OSHA’s general industry standards and an overview of the requirements of the most frequently referenced standards will also be addressed. Upon successful completion of this course, graduates are authorized to conduct both a 10 and 30 – hour voluntary compliance course and are issued course completion cards from the Department of Labor.

OSHA-510 Basic Course in Construction Safety
This course is intended for private sector personnel covers OSHA policies, procedures, and standards, as well as construction safety and health principles. Topics include scope and application of the OSHA construction standards. Special emphasis is placed on those areas that are the most hazardous, using OSHA standards as a guide.

OSHA-511 Basic Course in General Industry Safety
This course is for private sector personnel covers OSHA policies, procedures, and standards, as well as general industry safety and health principles. Topics include scope and application of the OSHA general industry standards. Special emphasis is placed on those areas that are the most hazardous, using OSHA standards as a guide.

Reasonable Suspicion Training for Supervisors of Safety Sensitive Positions
Course covers the Administration functions of Recordkeeping, documentation, and Confidentiality. Education and Training: Signs & Symptoms of Alcohol & Controlled Substances Use, Detection Periods, Alcohol, Amphetamine, Cocaine, Cannabinoids (Marijuana), Opiates (Narcotics), and Phencyclidine (PCP).  Types of Testing: Pre-Employment Testing, Reasonable Suspicion Testing, Post Accident Testing, Random Testing, Pre-Employment Verification, Alcohol &  Controlled Substances, Accident Testing Report, Random Testing Documentation Form, Observed Behavior Reasonable Suspicion Record.  Employee Assistance Programs Rehabilitation and Treatment: Employee Assistance Programs, Rehabilitation & Treatment Samples

Safety Inspections
If you are responsible for conducting or supervising safety inspections, or training industrial safety and/or health inspectors then this class is one that you should absolutely participate in!  Topics: Pre-Inspection tasks What to inspect and where to gather information Recording observations Handling employee reactions to the inspection process Developing inspection reports Analyzing data and setting priorities. Goals: You will be able to plan and complete a safety inspection with reports. You will be able to develop recommendations and follow-up. You will be able to manage an effective inspection program. You will be able to complete inspection reports

Signal Person & Rigger Level 1 Train-the-Trainer
This day and a half training is for individuals who work under the supervision of a competent person and on a routine basis perform rigging work engaged in lifting loads other than rigging for special lifts, or the erection, dismantling, jumping or reconfiguring of cranes or all of these. This person is also trained to communicate guidance and direction to a crane operator in lifting, hoisting, moving, or releasing a load.  This course meets the training requirements in order to comply with COMAR 09.12.26 Crane Safety. Participants will learn to prevent incidents that result in property damage, injury, and death, related to the rigging and signal-person duties of operation of cranes when used in construction, demolition, and maintenance.

Trenching and Excavation (Sub Part P) --  Necessary for everyone working with or exposed to trenching and excavation.  An 8-hour program  covering OSHA underground construction (CFR 1926 – Subpart P).  Course includes hydraulic shoring systems, cave-ins, trenching, trench boxes and more.
